It is an immense joy to put in your hands these pages that spring from the very essence of the experience from the many unforgettable encounters with the elder masters, encounters with the White Brotherhood that date back to the beginning of 1984, when for the first time the beloved amauta and wise elder man, Soromez, was present there, in the interior of my own home, resulting in the invitation that months later he would take me physically through the tunnels and galleries guarded by his emissaries, to the very depths of the crystalline waters of Lake Titicaca - the sacred lake - where I received in the luminous Solar Retreat, the task and mission to support since then: THE EXTERIORIZATION OF THE INTERNAL GOVERNMENT.
I must say that the first contribution within the contact groups was to be an eyewitness to the existence of the Solar Disk, which shone at the end of its luminosity in the sanctuary in which this sacred and most holy place is constituted, located in the part of the Titicaca called "lake minor". The opportunity and registration of this light source in our supra consciousness and inner sun acts as activator of high vibration frequencies of our molecular atomic structure, as well as our own blood code, positively affecting the redimensioning of our body, as well as physical, spiritual.
It is necessary that we understand that the experience of contact with the White Brotherhood in itself is not an isolated event of our life, but that it constitutes an initiatory process, of connection and responsibility that entails knowing more, but also, the power assume greater commitment to ourselves and consequently, to others.
The contact with the beloved elders is an initiatory process that has to do with the work and responsibilities that they support so lovingly from the Inner Government, making ourselves: initiates, practitioners, disciples and also teachers of these truths.

It was so, finding myself in the Solar Retreat, they entrusted me with the task and transcendent work of preparing what they agreed to define as: THE EXTERNALIZATION OF THE INTERNAL GOVERNMENT, through:
FIRST: THE CREATION OF A CONTINENTAL PLATFORM with the materialization of three large centers or EXTERNAL RETREATS.
SECOND: Initiate the steps to the PREVIOUS PREPARATION: a source of access to knowledge and wisdom referred to the conscious management of energies, as well as the principles that will govern the New Time.
THIRD: Promote and encourage the development of a book called: THE BOOK OF LIFE. A book suggested to be written by humanity and for humanity and future generations, and that is already being prepared with the best of the contributions of each and every one in all areas of human activity; that is, in the arts, science, medicine, philosophy, politics and spirituality in general, being these contributions - as a Human Conscious Constitution - the foundations and symbol that as human beings we can take charge of our destiny, the same that would be reflected in:
FOURTH: The creation of NEW HUMAN COMMUNITIES worldwide, in predestined places before. This, as never before, will allow us to capture the best of our own ideals of change, making the art of living the true beginning of a New Time.
FIFTH: Preparation of the DELIVERY OF THE POST; that is, the transfer of the hands of the White Brotherhood of the responsibility that they held until today, to the groups on Earth, so that as representatives of the Interior Government, we can take charge of our destiny, bringing to their conclusion what remains of compliance of the Divine Plan on Earth.
For this, we would be summoned to two great Councils of Light in which the conditions of this transfer of responsibilities and tasks would be specified.
Thus, the creation of the Continental Shelf would initially materialize in three large centers of light consecrated as true external retreats of the Great White Brotherhood. These would be located in natural energy vortices, becoming, in time, a reference and intermediate point of meeting and contact with the emissaries, who constantly present in these retreats, would allow the most to be blessed with the transfer of Information of conscious handling of energies.
These vortices and external removals are already located and are:
- MT. SHASTA in the US
- COPAN VALLEY in Central America, Honduras and
- TITICACA LAKE in Bolivia
To date, and after almost thirty years, it would be manifested on the basis of this platform, an active network of human communities in different parts of the world, being as a whole, the tool capable of allowing us to live what we have been professing for time , that is to say: TO LIVE THE NEW TIME, certainly and definitively passing, from the discourse to the facts.
These new communities, in their formation, would be part of the response of the experience acquired in the face of the events of crisis and change that we are living. Finally creating, with our greatest and best effort, the crystallization of our highest ideals as well as human, divine.
Time after my first experience in the sacred lake, for the year 2002, I was invited together with two friends from the contact groups of La Paz, to be a participant in the encounter with twelve elders, in the very bowels of the Peruvian Andes mountain range, in a valley of exceptional beauty that is known as the Seven Rays Abbey, an unthinkable and indescribable journey in many of its facets, but that would leave an immense background of experiences and knowledge, thus being depositories of beautiful knowledge and messages of hope and love for humanity:

The elder ruler of the Inland Retreat of Lake Titicaca, Soromez, had just poured out those words that projected into thoughts in our mind, came to support the Solar Initiation with the heart. The beats had accelerated slightly, but more than a proper physical sensation, it was a spiritual sensation, like expanding within one that love for everything and for everyone.
The master of serene and loving expression, was still present in this special moment of initiation, while continuing to say:
Nothing else has been extra, everything has been fulfilled as established and until your return, your roles and tasks will have clarified your personal and group commitment, but your presence here is due also to the need to open this valley to humanity.
This is the first trip of a process that will allow the establishment of the first world communities starting in 2007, 33 years after the contact program was completed.
Soromez paused, while in his face and gaze was a very deep expression, perhaps serious, as he continued saying:
Over time we have seen, how, many of you have been rightly sharing the message of change and love, but from now on it will be necessary that you begin to prioritize the need for the message to be implemented with the final start of the Further Preparation , the one that will arrange the awakening of the living memory of previous incarnations in which you were with us and the guides of the Confederation, but likewise, this preparation will create the conditions of the awakening and birth of new instructors in the younger generations, who will soon assume the post of the establishment of a New Humanity.
These beings, long prepared in the colonies of the Confederation, will be activated within a work process that will engage everyone, not only in the work of sharing the message, but, and above all, in carrying out the Further Preparation , being yourself the protagonists of the birth of a new generation of contacts, which from 2007 will be activated throughout the planet.
This new generation of contacts will be committed to carrying out the establishment of new human settlements, within an international community process, living a much broader cycle of experiences and contacts, since the conditions will be very different from those of the beginning of the Rahma experience program, being the dynamics of the future of experiences, but only the consequence of the life codes that, already inserted in these new beings of light, will allow not only to talk about the New Time, but - what is even more important —– live it.
The new human communities, chaired by these beings, will be the product of an arduous work of maturity and awakening, but by the time the Earth project begins to become a reality from 2007, these young people will have a very different perception from yours, now, in all areas of arts, science and, certainly, spirituality.
It was there, in the Abbey of the Seven Rays, where the commission was received to carry out the First Council of Light on Lake Titicaca, in 2007, just when they were 33 years of the beginning of the experience of contact on Earth.
The 33rd year of the contact had been assigned for the conclusion and reunion of the usual committed from the beginning, therefore, it was the trigger for the preparation of the "Delivery of the Post".
That year many groups around the world met as it had not happened before, they had defined three trips that would make together the essence of one. A triangulation that would lead a group to the Gobi desert in Mongolia, another would move to the Manú jungle, to the Paititi area in Peru and, 144 summoned in pairs for terminations of their cosmic names would meet in the External White Brotherhood Retreat Wiñaymarka in Bolivia. All to live this process of rapprochement with the wise elders.
In that special year and triangulation, the beginning of the delivery of the post was defined, that is to say, the transfer of the responsibilities of the Interior Government and the mission guides on Earth to the contact groups, who on behalf of the collective of conscience of humanity, of the critical mass, they were present in each place, as well as on the shores of Lake Titicaca, to be depositories of the work and responsibilities that millennia have been supporting and carrying out the masters of the White Brotherhood and extraterrestrial guides.
Answering this call from the guides and teachers, came representatives of the contact of fifteen countries (Chile, Argentina, Bolivia, Colombia, Costa Rica, Cuba, USA, El Salvador, Spain, Ecuador, Mexico, Peru, Dominican Republic, Uruguay, Venezuela). Coming from 35 cities and representing 38 terminations of cosmic names. Trying to share in essence what each experience lived there meant, is very difficult, because the presence of the guides and teachers was permanent. There were two sightings of the Confederation (space) ships, before, during and after the Council. A dimensional door was materialized, of which we were all participants in groups of twelve, a permanent bridge of communication was established with the Inland Retreat of Lake Titicaca where many were able to access on more than one occasion.
In this first Council, the groups on Earth, represented by the 144 members on mission, raise an pledge: A TRANSITION TIME OF FIVE YEARS UNTIL 2012, in order to assimilate the commitment and responsibility that comes with the reception of THE POST from the White Brotherhood and Confederation.

And that is how the Interior Government supported this initiative, seeking greater approaches, but also encouraging the transfer of knowledge related to what they agreed to call THE PREVIOUS PREPARATION, initiating, in the following years, a deep learning process in conscious management of the energies.
THE PREVIOUS PREPARATION
Why ulterior ?, because simply as the word itself indicates, to be lived after all a long learning process in the historical development of our humanity. These teachings were protected to be shared now, after the stage of call and awakening that we should live, so that aware of the role of service at this time, we take the responsibility of assuming with our own hands the government of our lives, consciously handling the energies, but also the knowledge and principles of life that will govern, of course, the New Time.

CALL TO THE COUNCIL OF LIGHT 2012
In June 2009, meeting in Spain, I was summoned to live a new approach and meet in the mountain range of the Pyrenees, near Vielha in the lagoons of Los Caballeros and Monastero. Magical places that in themselves suggest being silent guardians of mythical and ancient knowledge. Surely a portal of connection and contact with the White Brotherhood, part of the route of Santiago de Compostela or the Path of the Stars. In this area of sacred druid sites, three Romanesque temples were erected that serve as a prelude to the lagoons where the old master Akor, an ancient Druid and emissary of the etheric temples of the Pyrenees, came into telepathic contact. That loving being of priestly aspect, projecting a beam of light to my mind, manifested the following:
My beloved, you are here by divine will to begin the world convocation to the Council of Light of the year 2012, in the spring equinox the ninth month of the year, date on which the Terrestrial White Brotherhood, The Brotherhood of The Cosmic Star, the Confederation of Worlds of the Galaxy, will be united in the Solar Retreat of Lake Titicaca, where positive cosmic energies converge on the planet, to deliver to the groups on Earth, the committed ones, the figures of the accounts from the Beginning, the post of the responsibility of carrying out the last and most important tasks of transformation of humanity. Days later, and in compliance with the schedule, we would meet at the Abbey of Montserrat, ascending to its highest part along the serpentine path of Sant Jeroni until we reach a kind of viewpoint where there is a plate with the Rosa de los Vientos (Rose of the Winds), the compass of the horizon with the four latitudes of the planet. It is curious but in the navigation charts the Rose of the Winds is represented by 32 rhombuses. The messages suggested to us the need to activate a rhomboidal energy in the collective of the conscience of humanity, initiating in the subtle planes the call and call for the definitive responsibility of taking the process of transformation of man to the end. . The rhombus 33 in the Wind Rose, suggests unequivocally that the convergence and direction of the cosmic and planetary energies finally begin to be concentrated in the same human being.

The call to the Council of Light of 2012 had begun, and would be three years of intense activity, both of dissemination and experience in the field of contact itself.
INCIDENCE OF THE PLANETARY FIRE CIRCLE
As many know, the Interior Government and the Confederation guides have entrusted me since the beginning of 2002, to carry out connection work around the Ring of Fire.

Communications from previous years mentioned the entry of sixth-dimensional energies from 2002, which would lead to a solar cosmic initiation around the Ring of Fire. In fact, I did not understand that information clearly, but I had learned to wait and be patient so that it is time, as always, that clarifies the true meaning of each information and invitation.
In fact and with the group in full, when we entered the National Park of Irazú, in Costa Rica, in the direction of the volcanoes, the first thing that caught my attention was the enormous explanatory photograph that received us with the title: “ The Circle of Planetary Fire ”.
To date, this Circle of Fire would consist of around 570 active and inactive volcanoes. When I looked at the map of Hawaii, I knew that an important part of this work would be completed there.
That moment, just seeing the photo lit by the volcanoes in a circle, also made me realize that we were not by chance. Something was going to happen.
The ascent to the volcano, very similar to Steven Spielberg's movie, Jurassic Park, concluded with the spectacular image of the fumarole that came out of this terminal of telluric energy that would connect us to the igneous mass of the Earth. At the same being of our nature.
The communication with the guide Xenón took place at noon, confirming everything we already began to feel.
The energy centers of Copán (Honduras) and Sibojú (Costa Rica), balance the energy forces throughout this American sector and now enter the materialization stage, with the elevation of the vibrational frequency of telluric energy - as well as continental , worldwide - in the work that already placed you and that certainly has to do with the energy activation of the Planetary Fire Circle.

Each experience was a link that clarified the true purpose of working with the Ring of Fire.
I knew that the properly cylindrical energy that emerges from the solar corona, as part of the solar wind that comes to us, is CARRIER IN ITSELF OF THE NEW CODES OF LIFE that arrive from the Cosmos. This energy enters through the volcanic chain and is concentrated in the Ring of Fire, these programs are distributed to the entire planet through the igneous mass with which the Ring of Fire is connected, thus influencing the behavior of the elements of the nature and likewise of every living being.
This concentration of active energy that is projected from the Sun, through solar explosions and cosmic alignments in the Ring of Fire, has generated greater pressure on the Earth's tectonic plates, generating greater telluric movements and volcanic activity. Redimensioning energetically with new life programs, already of fourth dimension, the development of life itself. With certainty the Confederation and White Brotherhood already knew it, so the orders to work throughout the decade from 2002 to 2012, around this natural energy vortex was a priority within the Earth Mission groups.
The Elder masters explained to me that when the Ring of Fire was activated, all the great centers of power and initiates from before, would return to recover their role of positive influences on humanity. I had arrived astrally displaced in the presence of a beautiful ovoid crystal composed of blue networks similar to electric energy fields. It was of a very large size and floated around a circle of White Brotherhood beings with distinctly extraterrestrial races. This crystal is known as the GENESIS, because it contains the essence and seed of the life energy of the Future Universe, the same that was conceived and brought from time immemorial to this plane, to connect the essence of the purest love. Today, this crystal is activated to redimension the Earth and - with it - to humanity, within a process of redemption but also of ascension. I could observe a multitude of beings in each of them and understand the essence of the nature of these states, until finally arriving at a beautiful space that I felt as a single source of light.
